The Cook Islands Football Association (CIFA) has appointed Tuka Tisam as Technical Lead for the FIFA Talent Development Scheme (TDS), marking an important step in strengthening football development pathways across the country. The scheme has been operating in the Cook Islands since 2023 and focuses on identifying and developing promising young players through structured, long-term programmes. The appointment also coincides with the opening of a dedicated office to support the delivery of the TDS.
The FIFA Talent Development Scheme is a global initiative designed to nurture talented youth footballers through high-quality coaching, improved training environments, and clear development pathways. In the Cook Islands, the programme is closely linked to the National Academy and places strong emphasis on youth players within the U12 to U16 age groups, laying the foundation for future national team success.
In his role as Technical Lead, Tisam will oversee the technical direction of the programme nationwide. His responsibilities include strengthening the connection between grassroots football and elite youth development, while ensuring that local programmes align with FIFA’s global development framework. The role is viewed as a key pillar in advancing player development standards across the Cook Islands.
CIFA President Grover Harmon praised the appointment, highlighting Tisam’s experience and knowledge of the local football landscape. He said Tisam’s leadership would be vital in shaping the next generation of players and supporting the continued progress of Cook Islands national teams in both the short and long term.
Tisam brings extensive experience in coaching, player development, and technical management across Oceania. His appointment reflects CIFA’s commitment to developing homegrown talent and establishing sustainable football pathways that allow players to progress from community-level football to regional and international competition.
